In the mid-20th century, community leaders and the Norton Township Volunteer Fire Department led a movement to incorporate the township into a city. Local commissioners approved the bid to become a Home Rule City, and the city charter was adopted in 1968. Today, Norton Shores is growing quickly but maintaining its rural and suburban atmosphere. The town has approved more residential construction permits than any other city in Muskegon County. The city encompasses 24.62 square miles of land and water, including Mona Lake.
